The wheels are similar but they are different in many respects.
Per the site, there is no trademark on the individual elements (nor can there be).
So, find a clipart site that has the winged wheel, grab some ribbon banners and put it all together. It would be rare to find those elements in anything other than black and white. You can easily change the color.
