    Yup. Use a 4" scraper to get the bulk of it. The thickness of the new tape should provide enough thickness to not have to remove ALL of the foam tape.

    There's really not much you can (legally) do. This would fall into the category of "you can't trespass the eyes" and there being "no expectation of privacy in public". He could install a dozen cameras and aim them straight at your house and he would be within his rights.

    If you're installing small acrylic signs/letters with tape AND with PL or silicone or virtually any other adhesive, it would probably be fine. If it's something with any kind of weight to it, the first step is to use enough tape that it should technically hold the sign indefinitely by itself...
