Yup. Use a 4" scraper to get the bulk of it. The thickness of the new tape should provide enough thickness to not have to remove ALL of the foam tape.

Yeah, my post was kind of broad. There are definite areas that are viewed as "having an expectation of privacy" and I'm honestly not sure how that would play out legally. ie: having a camera pointed across the street toward someone's bathroom window vs toward your next neighbors bathroom window...

There's really not much you can (legally) do. This would fall into the category of "you can't trespass the eyes" and there being "no expectation of privacy in public". He could install a dozen cameras and aim them straight at your house and he would be within his rights.

If you're installing small acrylic signs/letters with tape AND with PL or silicone or virtually any other adhesive, it would probably be fine. If it's something with any kind of weight to it, the first step is to use enough tape that it should technically hold the sign indefinitely by itself...

Wasn't squeegeed hard enough. Gotta squeegee all of that out from the get go, it won't come out now. It should definitely be redone.
