Yep.
Shipping is a pain for everyone, so we just eliminated it on orders over $49. Yard Signs, Stickers, Banners, Vinyl, Stands...All of it.
*Here's the caviat. I know you were looking for one. This does not apply to oversized products - which isn't much really. See details here.
Probably not the answer you are looking for, but having two systems for this seems reasonable to me. If you are concerned enough to have a binding contract with details laid out like this, those are probably larger jobs that 1.) Are already "sold" just need to be finalized, and 2.) Complex and...
I think this makes alot of sense if there is a clear Good/Better/Best option. For example, banner stands have economy options, and high end options. You get what you pay for. They are also generally designed differently. The differences are easy to explain.

Hard to beat an Xacto knife if you’re not using a cnc. Saws will mostly give you a rough, dusty edge.
Is this something we could help you with? We do custom Coro all day long.
we have about 20TB across a few synolgy NAS drives. They are just wonderful and their software is great for backups. Plus no fees.
I don’t think they could be beat for a setup like yours.
