The cores/sprockets are different on the FX foils. The Edge 1 and 2 foils are only available in 45m. They are about £90 here.

It's still available, but it's a bit expensive and we have to ship it to Sweden. I've been in touch with Oracal and we can pretty much order any vinyl we want, cut and sprocketed.

is this for an FX? 15m of FX foil from Spandex is about £40 here in Sweden. I can add one to my next order and ship one to you if you're stuck. That's from Spandex too, might be worth double checking the price with Spandex UK.

It's not that easy with motocross graphics. You need a conformable material with a high bond adhesive that will adhere to low energy plastics. I don't know of any off the shelf fluorescent/neon vinyls with the correct adhesive properties. I guess it's possible to apply the adhesive afterwards...

Any cheap eBay laminator will do the job. Just get a 30" or something like that and you can also use it for mounting prints on small signs, applying application tape etc. Frog juice and liquid laminates are messy in my experience, and they sometimes stink so you'll need a room with adequate...
