    It's a gas 2.0l 4cyl, turbo. Moves pretty good for what it is and makes decent/sufficient hp/tq (208/258). The torque is reached at a pretty low rpm, so should be nice for the occasional tow job.     There's that... Not for me they wouldn't be lol... The studs are clean/painted, letters are new. Someone was just careless. Yeah, might be related to the customers budget, I really don't know. Maybe they wanted quick and dirty. No, it was the original box, labels, etc. Just carelessness.

    If they had manufactured the letters for me, yes, I would have been livid. But these are for a customer of theirs here locally, so there's really no reason for me to be upset about it.     Yep, hammer-set anchors. As mentioned, drill the expander drive pin (in the center) out. It's pretty easy to do with a good bit. Then pry out the anchor. The hole will likely be ¼" diameter. Concrete patch in a Ziploc bag with the corner cut off makes for a good applicator.
