There's that... Not for me they wouldn't be lol... The studs are clean/painted, letters are new. Someone was just careless. Yeah, might be related to the customers budget, I really don't know. Maybe they wanted quick and dirty. No, it was the original box, labels, etc. Just carelessness.

Yep, hammer-set anchors. As mentioned, drill the expander drive pin (in the center) out. It's pretty easy to do with a good bit. Then pry out the anchor. The hole will likely be ¼" diameter. Concrete patch in a Ziploc bag with the corner cut off makes for a good applicator.

The pattern is on you, the letters should be on them. They shouldn't flake like that. Call and talk to/ask for someone else.
