If they magically appeared it's out gassing from the paint not being cured. Reflective is aggressive, If you remove the stripe the paint will most likely have a semi gloss halo from the uncured paint and could pull up with removal of the vinyl. If you get the reflective off, the adhesive...

All brands of White reflective I've seen are the same shade. You may be looking at White Metallic vinyl.

Just because you can open a program and put text and graphics on a page doesn't make you a designer. Out source to a professional, this guy should stick to screen printing.
