I've used 4over for banners and was happy with what I received. My next stop is Signs2Trade for comparison. I believe their prices are cheaper than 4over.

Most of your questions will be answered by performing a standard site survey. Visit the site, bring some tools, see how the sign is manufactured, how it comes apart, etc. Measure the size of the face and as mentioned, sell them a new face with new graphics.

SignComp's tension frame would work. But that's a long time for a banner to be up. Also, most municipalities won't allow a banner for anywhere near that long. Not sure if you've looked into that or not, but that would be my first stop - confirm whether it's allowed or not.
