yea, that definitely looks like a couple nozzles are just misfiring. head soak should clear it right up. a new head would be nearly missing or streaking or a big ole block of too much ink.
I always put 1/2 to 1 inch of overlap when printing in tiles on all jobs. line them up, tape them and make your marks where the overlap marks are.
as far as the design part, have 2 people measure just the parts where the print is going to lay for where you want to place any graphics or text. we...
We don't use registration marks. We would cut the gray, but when we go to cut the black, we cut the grey and black, weed where the gray is and line it up.
for the braper, i use 60 inch so there is no error lining up with the lam. are you pulling down from the back before dropping your tension bar? i get no wrinkling, ever. i've never used craft paper.

We recently purchased a CJV30-160 8 color and trying to match the names to the profiles. The tech had no idea what he was doing so they sent another tech, but couldn't really tell me what profiles were for what material.
