if your profit margin is so close you cant afford 11 cents a sqare foot then something is wrong. Sounds like you need to find new clients OR get rid of the printer and buy screen printing equipment.
As far as i know rasterlink wont do it. Wasatch will if you purchase additional software. i'd set em up in flexi and export a eps file with the cut path. do your nomal print cut routine from there.

what jesse said. If there is no ink in the damper you have a supply problem. If there is ink in the damper you have a head problem. either way your best bet is to have a tech come out and see if they can get it going again.
make sure you are not working in direct sunlight. If it hot as hell like it is here right now we use application tape to stabilize the panels. It sucks but at least it solves the stretching issues.
you can buy individual downloads from their site. They range from 40 to 100 bucks each i think. Not cheap but they are hi res file and print real nice.
