In Regular Flexi (the non pro version) the Bitmap Edit Toolbar is nonfunctional.

If you have regular Flexi not Pro, copy the image so you have 2, Drag a box over each in the middle one over one half one over the other. Select the 1st box and image together, and go to 'arrange' and 'mask'. Do the same with the other image and box.

You can also type out all the keyboard characters, then do it again with the shift key held down, pick turn them into outlines/curves and pick out your stuff.

Import the jpeg into flexi, got to Bitmap in your drop down menu, then choose Vectorize, then Bezier and click & drag over the image. You ought to get a pretty clean copg.

I'm pretty much self taught in Flexi. If you know the Adobe programs it should be pretty easy for you. ;-)
