Do you have any deflected nozzles this will cause that effect especially on small graphics.
Also are you printing in High quality mode that could cause this type of issue as well sometimes.
I have found on my JV33 that the temps 35,35, 50 or 40, 35,50 work best for most everything.
I once had an issue similar to the ones posted but worse and it only happened on certain blue colors found out it was the rip.
Would print the blues perfect with raster link but flexi would mess them...
looks like a few things like media comp maybe bad nozzles but if nozzles are good and your media comp are good for everything else then it maybe to much ink for the material and also heat you may just be putting down to much ink on those certain colors just a thought.
I dont find it offensive but i do think it was not a smart idea.
As for what is ok well I think anything that is considered ok by an age group stanard like G or PG type ratings is what you should go by if its ok for a G rating its ok for publicc view.

Most color wrap films dont get laminated.
However I can see where the chrome would benfit from it BUT
Chrome does not last for very long and laminating it may help but dont think so.
If you are going to laminate it I would go with 3M 8518 or Oracal 290 (3M 8518 is as good or better than most...

looks to me that you have 2 main problems.
first problem is alignment look at the black line on the left that runs in the direction that the media feeds through the printer all those different colored lines need to line up on top of each other.
