We had a similar problem and called oracal and the guy from there said we could wet apply but it would have to be a small amount. The only other thing it might be is if you didnt let your vinyl gas out before you laminated it and the solvents are trying to escape and creating bubbles.

There is a company who I compete with locally and from what I hear somehow through NASCAR they are buying 3m cheaper than my supplier does thus killing the pricing around here on wraps. seems like 3m is all kind of shady these days
