We paint with Krylon, regular or Fusion, one day and cover with vinyl to prevent scratching the next day, have never had a problem with tape coming off.

You might try to grab the whole thing, put an outline around it and cut to the outline. Depending on the complexity would it be worth just hand cutting after printing?

We apply frequently that way. We typically us our laminating machine to mount. If doing manually we use a little water. If you get any bubbles, dry or wet they'll go away in a few days.

We did a few indoor signs like that and just used 13 oz banner fabric, worked fine. I would assume it woud work outside as well. Tensioning is a pain, but I think there is a tool available that makes it easier.
