If you're dead set on using the 2 layer method, why complicate it with polycarb, use 2 layers of acrylic and acrylic glue which would melt and fuse them together? (but like everyone else said, milling those push-throughs is the right way to do it)

Yep. Easy way to find vectors if the client has no clue: google the name of the company/school/whatever + ".pdf" - zoom in on the PDFs to see if logo pixilates, if not, download the PDF and open in AI (or I guess Corel, whatever floats your boat) and strip the logo out of there. You wont get...

"Pike Road" looks like a modified font, you can see where they cut the gaps in it. Science Gothic is a free variable version of bank gothic that will get you pretty close. "Schools" is just just Deming EP with a modified L (also finding a vector copy of this logo is fairly easy)
