Similar problem on my SJ-540.. It was a dirty paperside (not encoder strip) sensor...

While it was not the foil strip it is fixed now!!!
I ran a sensor check in service mode which resulted in 3.6V of noise from the paperside sensor.. A half hour later the sensor was cleaned and reinstalled, resulting in 0.02V of noise and a printer that can see again!!!
