Why would you print with the high ink setting on front lit PVC vinyl or paper medias? The High Ink setting is normally used for very absorptive or backlit medias, and using it on the media that you are mentioning will tend to cause major problems with coalescence and wet ink, in my experience.

I do not believe that there is any way for the RIP to ignore a single channel and use the other of the same color. You will need to get the head working properly or replace it with a new printhead.
