Personally, I would go with the second one. Both are legible and get the point across, but I always prefer to keep the scripted letters fused, even with an apostrophe.
Looks screen printed to me. Does it need to be exactly the same material? You can either get it screen printed, or they do make solvent printable PVC. It will vary in exact results, but it really just depends on what your final product needs to be for the customer.
If it's on the outside, reachable, and pickable, 99% of the time is going to be tampered with. Are you able to do a reverse print and put it on the inside of the window?
I would say this would be an issue. Our Graphtec does that sometimes too when we intersect lam with a crop mark. Does your plotter ever respond weirdly with crop marks under high gloss laminates?
