You can get multimeters from any DIY place like harbor freight etc.. for less than $10. You just need a basic one that tests continuity, DC voltage and resistance. They are always handy tools to have for working on printers so worth getting one
No you can't normally tell if the have blown by looking at them. They have a very thin wire inside the ceramic block that connects to the two metal ends. If it blows it is inside the block, so you won't be able to tell.

The hex screws ( the ones on the left ) adjust the head from to left to right ( the skew ) . They do this by pushing against the brown plastic plate the head fixes to.

I agree with above. The big companies churning out cheap stickers rely on the artwork being print ready so they can just stick them on a machine without thinking about it at the lowest acceptable quality. That is fine for customers who have it all ready to go, but I rarely find that is the case...
If the printer is set up properly it should cut perfectly. The whole point of getting a print and cut machine is doing it all in one job and not having to take out the print and cut in another machine
Put them on ebay as sold for parts / not working with collection only. There is always a market for printers with shot heads as other parts can be used to repair other ones, or someone may want it and replace the head themselves. Worst case you will get a few dollars for them and get someone to...
Yes you need to install the OEM cap top. The pump seems to be working fine as it is cleaning the other colours fine. The yellow head is probably clogged from sitting now, so you need a cap top that is working correctly
OK, you will need to remove the cap top and take it out and see if the hose has just come detached from bottom of it. If it has, just push it back on and it should work fine.
Which part of the waste line? There are lines from each cap top that go into the pump, then a single line that comes out of the pump into the bottle.
If it is the one from the cap top you have probably just pulled the line loose from the bottom of the cap top
OK if you are not getting an LED on the servo board then it sounds like a main power supply problem. The servo board LED should light up as soon as you plug the printer into the wall and the main switch is in the on position, the printer itself doesn't need to be powered up from the control...
If there is no power at all to the printer, then it won't be the main board fuses as the printer will still power on fine without this. You need to test the main power supply and see if it is giving any voltage to the main board.

Agree with above. Do a test print in service mode so we can see how your nozzles are looking ( both the large and small ones ).
It does look more like you have a block of black nozzles missing rather than it being ink starvation or an encoder issue..
