Looks hand painted and pretty bad at that. There is no uniformity going on there and the letters are formed quite badly. The rounds are all different, the serifs are all different, plus the thicks and thins are all over the place..... the only thing the same is that it was white at one time.

I just used a similar font that was close. Thanks for looking though.
