Anyone seen this type of sign framing?

We have been asked to quote something like this and I am wondering if anyone has seen this before. Know who might make it? If this were custom fabricated by a sign shop the cost would be astronomical so I imagine this is a mass produced item. Anyway, any help would be amazing.

I can't tell if it's a slat system, printed, screen printed or vinyl slapped to a substrate.

Looks custom to me... without knowing the actual hospital or university, hard to know who designed it. Since it 'looks' sorta new, I'm betting the architect or even the maintenance department has a set of design documents to bid off of so you don't have to reinvent the whole thing.
