Banner mounting

Random thought/question. I have seen a banner mounting system that is adjustable with a spring. It uses a tapcon or similar on one end then has an adjustable strap with a spring and hook on the other end that attaches to the banner. Similar to what is used for an in ground pool. Anyone know the name, or where to get them?

I came across them when I was trying to find what I'm talking about during my search. The ones I found on their site are a spring only. Same concept except the way nit s im talking about have a "cinch" style strap. I will get on their site and browse around some more.
