Lots of crappy refurbs on those heads, so good ones tend to be kind of pricey. Good to buy from a reputable dealer. Nature of the beast on those printers.
If soak doesn't clear it up, swap the damper, cheap part and might help.
It does look more like a strike where you can see the nozzle test is wavy. Blocked heads don't generally do this, something is distorting the print. You can try checking under the head for any signs of damage.
For a replacement only buy from a Roland dealer or legit seller. There are lots of places selling them cheap. Anything under $1500 is either going to be a scam, or a 'refurbished' head. There is no way to refurbish them, all they do is externally clean an old head and it won't work properly
