Composer is creating a new layer with every import. Can this be stopped?

I've never noticed this before, and I've been using composer for a while. It seems like now whenever I import things in to my file composer is creating and pasting it to a new layer. It's causing me some aggravation when i try to arrange the stacking order of things. I have to open layer manager and combine all layers.

Is their something that's been changed in my preferences, or in the software?

In your Import dialog (where you select the file to import) what are your layer settings set to (lower right of dialog)?
