Well, doesn't sound like it was taken care of, and depending on what it is it may be worth anywhere from $1k to$25k. I'm assuming it's a contractors trailer.
So spending a thousand to clean it and another $2-3k to wrap it again may not be worth it. His idea to reskin may be best, right over the old vinyl. Kinda hard to say when there's so little info.
