I was under the impression hockey masks and helmets of all types are usually hydro-dipped. That is the decal floats on the surface of a water tank and the helmet or mask is raised into the decal. The process is also used for motorcycle tanks and gunstocks. If someone wanted a team full of helmets from us, I would likely outsource it to a hydro-dipper. Big enough order, I'd buy the equipment.
Grimco Briteline Duration X IM3202X or Arlon 4500 are our go-to s for sticky vinyl decals with air release. Laminate them with whatever you have around and it will likely last longer than the helmet.
For a wrap, I recall that 3M IJ175 is pretty sticky, but I don't have experience in wrapping a helmet or facemask so I wouldn't swear on it. You might try a sample though.
