Not necessarily. Ever hear of Glyfs? I have a font where the capital "R" has 19 variations.

No, but I've heard of glyphs. LHF Desire? I'd say with reasonable certainty that no designer in their right mind, even in a developing or third world nation, would create an overabundance of glyphs for something like this atrocity. However, if I am simply being narrow minded and this is indeed a font, your next Letterhead font is on me.
And just to be clear, there were other factors in my reasoning that I didn't bother to mention. For example, the consistant use of negative space between lines of copy is certainly indicative of something that has been rendered freehand.
