Need Help Help with resolution

By now you know to make settings such as Flatten Transparency, or the like, at "High." You also know about EPS. You should also know that 30ppi is completely dependent upon viewing distance, and nothing more, as far as perceived quality, . When I step back from my monitor and view your 30ppi parrot from what I believe a typical bus distance at the curb to be, the image appears to be fine.

Good luck.

About the parrot image posted by the OP.

The posted 300ppi jpg is a rather small section of the original photo and is the native resolution of the camera. The full file is ~60MB from a digital camera which is the same size as scanning a 35mm film frame at full resolution of typical film of yesteryear. Image files at these sizes have been successfully used as elements in wide and grand format printing for decades. Any more and native resolution just makes thing that much better. So, ~60MB is a typical "ask" for photography and has been for a very long time. Sign shop expectations of more would be considered specialty cases but many sign shops are just that, specialists. The original parrot photo is worthy of almost any practical image product in use today, large or small. It's the viewing distance that matters.
