Making inks look frosted/etched??

I recently had a Pantone color printed on a clear vinyl, then it was made to look like an etched film. It looks very similar to the white frosted films sold, but in color. It is not printed on a white frost. The color (pick one) is printed on the clear, then something is done to it to make it look etched. Does anyone know how to achieve this? I vaguely remember something about heating it, but can't be sure. Thanks.

Spray it with a flat clear coat? A pic would help.
