Node Edit is off?

Hi,
I occasionally have to trace something from a photo and when I do it is a problem on one of our computers.
When using the node edit I will click mouse on the place I want a node and it will jump about an inch. This is really slowing me down when I have to use the arrow keys to place all of my nodes.
I run windows 10 on everything and it only does this on one computer so I am guessing that I have a setting wrong somewhere on this computer.
Any ideas I would appreciate it!

Is there some sort of snap to grid, snap to guide, snap to nearest object setting selected?

Oops! I missed that. I don't ever look at the category. Doesn't exactly jump out at you.
Took me a few seconds to find the category.
