Oracal 751RA anyone seen this?

We have a white roll and a black roll of 751RA from oracal and from what I can tell this is what is happening to just the black. Anyone else having this issue? I can't seem to clear it up with heat.

Are you printing on it? You can, but it's not made in a clean room and you are rolling the dice with contamination?

Is it on it or in it? If on it, have you tried some adhesive remover? If in it is it just a bad spot in roll or throughout?

Yeah, that looks like something dropped on it somewhere along the line.

No we're not printing. Just cut vinyl. It's in the adhesive side not on top of the vinyl and I can't tell if it's in certain spots on the roll until I apply it to something.
