Paint not adhering to digitally receptive acrylic

Using Optix 1/4" digitally receptive non glare material, painting second surface. We are scuffing and using adhesion promoter however, the paint is peeling right off. Ideas? Suggertions? Thanks!

there's a chemical resistant coating on that side. maybe an orbital or some MEK to break it down? idk, at least you're painting it so it could be worth a shot to beat it up a bit.
i believe the intent is to reverse-print on one side and to have the protection on the "face" for antigraffiti properties.
