I'm looking for advice on what type/brand plotter would be best for cutting both rubber mask for sandblasting as well as standard adhesive vinyl. A 48" plotter would be ideal. I'm just starting the business and need to be as cost conscious as possible. Thanks!

As far as a plotter look into a new or used Summa. They are not cheap, but I believe they can handle whatever you throw at them. We have beat ours senseless over the years and it hasn't quit.

summa, graphtec, and the ROLAND PRO modles all have enough down force to cut sandblast mask. if your looking for a cheap plotter to do this your gona be sorry. to cut sandblast mask you need 300 or better downforce. most of the chinese cutters DONT HAVE THAT.
