It always was, some more than others. Depend on how it breaks down in the system. More likely, it depends on who sponsored the testing as well. That's why I have a dim view of some of this stuff. Usually there are outcomes already pre-determined and in order to get the full remittance, a certain outcome has to be concluded.They don't say that anymore. The new thinking is any alcohol is poisonous, and I think I agree with it.
Some people go by the nature that alcohol can change behaviours, considering we are talking about chemical reactions, that can happen with anything that hasn't been deemed quite as poisonous as well. When I was doing equine competitions, depending on if we wanted them to be more active/aggressive with the competition or more relaxed depends on how early or late we would feed them before a show. All has to do with chemical reactions and the associated behaviours as well.
