Need Help size in software and size from printer and plotter are different

I have Omega 8 and edge FX printer and envision plotter. I am creating files in omega 8, printing them on the edge fx then laminating them and cutting them on the Envision plotter. the problem is that sometimes not always, the dimensions are off from software to plotter.
eg. 1.4 * 2.4 (cut) text univers 67 condensed bold 16pt. looks good in the software. after printing and cutting I get 1.35 * 2.1 and the font is now say 14pt or there abouts. what could be causing this?
any help would be appreciated. I have pretty strict tolerances to work with, so it is important. also it does not happen on all files. I have done the print to cut calibration, and the foils are all aligned. is there a calibration for software to printer?

The only thing I can think of is if this might be changed, it happened to me a few times. Maybe it's at 98% or something like that.

was thinking the same, or possibly "fit to media" being checked?
i've always just converted text to outlines, while keeping a setup file with live text, as my process begins with Adobe before passing through Onyx/Omega for production, and sometimes the live text gets tweeked ever-so slightly.

Below are my settings for a label I am trying to print and cut. on the plotter/printer side I highlighted that It is calibrated I did that after the size went all wonkey. As I said I am using Omega 8 and I cannot find any other settings that would make a difference. always thank you for any help.
