Hard to tell from your picture without seeing any other angles.

It looks like a wavy glass/plastic face with a brushed aluminum back and cut vinyl letters.

what i am seeing is a brushed aluminum vinyl then something like a clear acrylic and then cut blue letters on top

Me too, first surface letters on 1/4" acrylic backed with brushed silver vinyl. They tried for a high end look, but from this photo it just looks cheap

Even just raised Rowmark letters would have made it look considerably nicer.

Yep, like others said, clear acrylic with brushed silver vinyl on the second surface and cut out vinyl (private) on top surface.
