I am going to order new ones. I pulled about 10 times and the none of the ink in the lines were moving.
Sounds good. As Jim mentioned you can also try a pump up or fill in the ink menu to see if it brings anything that way, but if you pulled 10 times and nothing moved, there could be an air leak or the cap top might not be sealing to the head correctly. Were you hearing an air sound around the cap top when you were pulling?

I will put the dampers back in and pull some air through to see if I can hear anything. Right now I am just waiting for the new dampers to come in. What the chance the new print head was clogged as well?

If you bought an OEM one from a Roland dealer you should be fine, but if you bought from a 3rd party, you might have gotten a bad one or not an OEM, so there is a chance it could be bad. Also, make sure the cap top and the other parts you change are OEM, as the 3rd party don't always work well.

It was not a OEM. It was from amazon it cost $500. Does Roland just sell the print head? When I reached out to them they said they would have a technician come out and look at it with all new replacement parts and quoted me at $3800. A new printer doesn't even cost that much.

Okay, yeah, you definitely got scammed on that printhead, there are no new print heads that cheap for these printers, probably looking around 2K for a genuine new one. You'll need to find either a local Roland dealer or I know there are a couple Roland dealers on here that might be able to assist. Although you might be able to buy a printer for cheap, the upkeep and maintenance is what costs you in the long run.

Based on what you've said, even though it's going to cost a bit, might be best to get a tech out there, that way you'll know it's done right and covered under a warranty, so if something goes wrong during the installation, they'll have to fix it for you. But if you're not interested in paying that cost, you may want to just buy a new one if you can get it for cheaper then the $3800. You might be able to get a better quote from another dealer.
