What font ?

I know this is an awful image to judge by, but it was a fax ... i inverted it to make it easier to read ... any help is greatly appreciated.

It is a pretty rough original. At first I thought it had a stencil-like break in the letters & I checked my font Freeform.

It was similar, but then I checked Cooper Black. I dont have a Cooper that is less bold, but maybe that would be closer.

It looks familiar, but I give up. At least this will bump the post up & someone else will know.
