What is "Buck O Banner"????

Hi. Had a couple of local auto dealers ask about "Buck O Banner" and I have no idea what type of material this is. Did a quick Google, but couldn't find any real specs (weight, manufacturer, suppliers), just a few web sites that sell the finished product..... dirt cheap by the way!

Just wondering if anybody was familiar with this product?

Quick google search eventually lead to this.... sounds like it's probably just cheap scrim banner with elastics sewn in the ends.
