There is/was a time that MS relaxed the requirements to getting on Win 11 though if I recall correctly(which goes to show just how arbitrary that it is and not really hard requirements).
I would agree that it isn't necessarily a bad thing not being able to "upgrade" to Win 11.
But unfortunately, we are seeing a regression in just about all 3 more well known OS out there.

That's fair. My only concern is security risks seeing as this old dinosaur is connected to the network/interwebs. Other than that I couldn't care less about having the "latest and greatest" OS full of bloatware from MS.

What I have asked here. DO NOT tell it does not work.
There are different reasons why people fail.
Cutting Softwares Sending commands Directly to the port. NO Need Driver for that.
Most cases, people use USB serial adapter, forget to attach Null Modem cable or Dongle.
Start with budget, EasyCutStudio, SignLab, Flexisign, Gerber Omega and many more softwares, can be used.
Do not use Roland Cutstudio.

It doesn't actually need to be cutting software that does this. Any program that is sending vector info can do this, the key thing is if one sets up their cutter as a "printer" that the cutter can parse that raw HPGL for the info that it needs and disregard the rest. Not all cutters can do that, or atleast not the last time that I checked, that may have changed. The downside to that (and this doesn't bother me, but it could for some) that doing the more automated tasks is going to be on you versus the software that one is running. Especially if just using a basic vector program to send that info over.
I'm still perplexed as to why no go on the hypervisor when things do work and that allows for one to continue on using the software. Sometimes easier, sometimes not compared to the work around that people have to do to otherwise getting things to work.

As such, there is no 'universal' vinyl cutter software that can fully support all instruction sets. Some cutters have special code provisions for toolheads, different blades and multiple cut types in one file. So, yes, on a vinyl cutter, you can technically run most on a modern OS. If you want the full feature set, sometimes budget software ain't going to cut it.

I don't know if this was directed at me or the OP, but I said only some can handle RAW HPGL, not all.
For full feature sets, people are going to create those automation themselves if doing the above method. If using something like Ai/Draw/Inkscape can create plugins for those programs to handle that. Maybe even scripts/macros depend on what one is trying to accomplish and what is allowed for that process. Inkscape is usually easier/better for that type of stuff, but it's possible in both Ai/Draw as well in various levels.

General statement, like anything with loose standards and lots of companies in the game, lots of possible for things getting crazy.
you can use "rufus" to eliminate most of the restrictions.
i really don't think microsoft gets a vote on whether i need a "trusted platform module"

Yea, I don't think MS or Apple gets a say in that, despite what Jobs used to say about people not knowing what they wanted.
The one thing that has been an issue with removing some things in Windows is that usually nukes other aspects of the OS. Has been that way since the 9X days.

That's right, he came back after a little bit of a retirement from Google/Alphabet.
Very hard to get away from Chromium based browsers though. MS has given up maintaining their own. Firefox gets most of it's funds from Google, so we know who they are beholding to. I reckon could hold out for Ladybird (I always think of Mrs. Johnson when I say/hear that name, but I digress).
