Writting windows driver for plotter

Not sure if this is the right place, but does anyone know a good starter place to write a windows driver for a plotter. I would say basing it on usbprint.sys would be best starting (assuming its connected via usb).

The goal is to write a driver so cutters without factory windows drivers can cut from Corel adn other programs that need windows driver.

Any help appreciated
