I am here because I have already tried that and also whatfontis.com and came up empty handed.
Not a match but you may want to consider a font like Garth Graphic Condensed Bold.
Probably the closest you're going to find is Bookman (Bold Condensed). It's much closer than Garth Graphic. Here's a free version made by a company that no longer exists.

The original International design would have been done by hand, based on the standard type styles available at the time, but customized by the craftsman who made it. Bookman fits the era, and I'd bet that's what it was based on.
