There are four of those. They hold pressure between the dampers and the bracket that holds the dampers down. I was missing one one time and just used a cardboard shim, worked fine! Or at least thats what it looks like

i have seen what you have. they are little pieces of cardboard that are down by the lefthand side of the black cap. i had one stuck out and was affecting my capping. i took it out and it fixed it. i have seen them on a couple capping stations, not sure why they are there, but they are
