There is a documentary on Netflix about the cars and specifically one man who still makes parts for them...by hand. I can't remember the name of it off the top of my head. I will post it if I find it.
Definitely take it off. The time it takes to remove it will be spent in trying to wedge your hand between it and the bumper to clean and lay. It will also look much better and last longer.
Just a thought, is the roller (or the roll on the roller) that collects the release liner slipping? Is there a tension adjustment for that roller? It would make sense that if there is more resistance removing the plastic liner it would amplify any problems. What type of laminator are you using?
Start by creating a rectangle, then go to Arrange:Convert to Outlines. Next use the distort tool (on my screen it is the last selection). Then finally use the corner round tool. I am sure there are other ways this is just the way I would do it.
