You could try a little finesse-it compound on the affected area. If that works, you would have to probably rub the entire board to make it look uniform. the paint on the board was junk from the beginning. The problem you are now facing is you have exposed the flaw by spilling alcohol on it.
Try a different media? I will have to dig a little to figure out why you have vertical banding....If it was horizontal, I would say check your PF adjustment...
My favorite is when a customer calls and wants you to bid a job with "these specs". It's at that moment you notice your bidding against NorthLight Color who has been playing both sides of the fence for years.....
I agree with Superior_Adam. We are always adding webbing, gussets, pole pockets, and D-Rings to banners. I think sewing is a much better way to go. Just my opinion.
From my experiences, go bigger. once you are locked Ito a 20" printer you are always going to have those jobs you wish you had a 24" or a 30" roll just because it could be more efficient.

All are great answers and possibilities. Have you also done a PF adjust anytime lately? Just throwing out one other possibility that you may have a little contamination on
encoder. Probably unlikely but just one more thing to rule out.....
I believe on the printer it is Multi-Strike. There are a couple ways to set it up to double print. Keeping mind double means packing a lunch sometimes waiting for the job to finish printing.....
The 1624 will handle banners much easier. Also a lot of banner cores are 54.25 in length and you have to trim them to get it to fit in the 1324 as the rollers that hold the material are that tight. Plus it opens you up for those customers that just have to have a 5' banner.... Essentially...
We have used Orafol's 215DU laminate on our UV prints and have been very happy with the results. We do use a RS laminator with heat assist.... Will have to check out Hexis though. Have heard good things!
Depending on your process there are many things you can do. Some as simples loading your prints properly so they stay rolled up until they are fed through the printer. Or something as easy as a tack cloth works right before you laminate. But the biggest variable is keeping your surroundings...
