What plotter also are you using? Most use a normal serial cable, but the Anagraph for example uses a special cable with the first and last pin switched in the cable and will not work with a normal serial cable.
If this is only in a certain spot on the machine where this is happening, check the cutter protection strip under the vinyl where the issue is happening. If it is cut into and grooved you will need to replace that part.
If you have never changed your blade holder I'd start there.
The blade will lean during the cuts and will make your start and stop points not match up on zeros and o's for example.
Yep it will look all dirty and ink filled after one good day of printing. It is still working as long as it does not get saturated. Once that happens you can get the ink splashing back up on your heads and will get some random drops on your prints.
I'm going to assume you are using FlexiPro.

Your computer will not see the printer. You have to manually go inside of FlexiSign Pro when you send a job and tell it what printer you have and...
If you do send it in for repair to DRamm76 let him know the DT60 was a mix of the CE1000-60 and the CE2000-60. I used to sell this machine and actually own one myself. Great cutters and are 100% Graphtec made.

I know this is a simple question, but just wanted to make sure you are using FlexiSign Pro and not just FlexiSign, FlexiExpert or any other level of Flexi other than Pro.
I've done plenty of tech support on equipment in my day and I always like to start from A before I try to even attempt Z.
Does it spit it out from the front out the back? If so it could be you have it set to front load instead of rear load. Just click on the next button when loading to switch it to rear if this is the case.
If your just using it for vinyl cutting and don't plan on using the RMS on the cutter you should just be able to use the FC-5000 drivers for that machine also.
Signage and Rep is right. Just because your production manager says your hooked up Com1 does not mean a thing. You have to manually tell the production manager how you have it hooked up. If you are hooked up Parallel like you say then change it over to LPT and not Com in the set-up inside...
To reset the plotter to factory default you first turn the machine off, press and hold the arrow up button and while holding down the arrow up button turn the machine back on.

Not sure if anyone has posted this yet, but make sure under Tool on the machine make sure it reads 09U and not PEN.
This was one of the main tech support calls I used to get when I did support for people and was a simple fix, if this is the issue :-) While on PEN the blade will pick itself...
