Accu Cutter would be the best ones out there. Although 040 aluminum at 24-30 inch pieces would not cut very well on a table sheer. You would need a floor mounted foot shear for that length.
It really depends on where your located. I can tell you in my area something like that is $10/sqft so if your saying 155 sqft of vinyl it would be $1550.00. IN New York or LA where buildings are way more expensive your looking at $20/sqft or $3100.
I dont think you will get that many printed in 2 hours. Max speed is 370 square meters which you will probably not run at that for quality issues unless you good with it. We run our printer on a production speed for better quality. Even at max quality your looking at 37 4x8 boards per hour...
Seeing that this unit is listed at $17,000 you need a large work load to be able to justify it. You can buy a Juki double needle sewing machine a whole lot cheaper.
Few things to look at. First is that vinyl suited for printing? Most colored films are not compatible for Eco Solvent inks. Not saying it cant be done but results may not be great. If your wanting a red to print good on that you will have to lay down a pretty heavy coat of white ink down...

I would find a local shop that has a UV printer and sub that out. A direct print will look much better than applying clear and then backing with white.
