I would call an electrician and have them wire it. Not worth the risk of doing something wrong and frying your equipment. Wont cost that much since it should be under 1 hour to complete unless they need to run new wires.

The MP31 ink is similar to eco solvent. If your wanting some chemical resistance you will need to laminate. You take any eco solvent printer and you will be able to wipe inks off with Isopropyl Alcohol.

The UH11 and UH 21 are UV Inks. The MP31 ink is multi purpose and is equivalent to eco solvent ink. You only get varnish/clear in UV inks.

That is more than likely a static issue. It is best to keep the humidity around 40%. It could also be partially clogged nozzles to where when the ink is jetted it is deflecting. Easy to check if it is that by running a nozzle check. But my guess would be static as it is dry in the winter time.

With what you listed as doing UV would not be the best fit for you. UV is great for substrates. The only real advantage of UV roll to roll would be if you needed white ink.
