I like Ronan's Aqua Leaf gold metallic paint. It is water based. It does require more than one coat to get a good coverage. I usually undercoat with a gold color latex paint and then brush or roll on two top coats of AquaLeaf.

My first choice is to use a steamer to loosen up the adhesive and peel off the vinyl. It doesn't work 100% of the time but it's worth a try. Home Depot sells them fairly cheaply.
