When I tried to upgrade just my illustrator to cs5.5 they would not let me have the upgrade price. If i only wanted Illustrator, they required you to buy the full version of Illustrator. So likely the same issue with photoshop. You cannot simply upgrade one program if you already have the suite...
According to Adobe's EULA you can install on 2 machines but cannot use at the same time. Although there is no electronic way of limiting you of doing so, I don't know if that is the case with CS6

Yeah a company that does that much business is bound to have some issues from time to time.
I challenge you to find another company even a fraction of this size with 100% satisfaction and no issues
