It's called Mottling and happens to vinyl occasionally. Heat and sunlight can make it go away sometimes but I would return it for a replacement roll. It looks like Sh!t and I refuse to tell my customer it will eventually go away. Your customer will think your selling him or her old crappy film...

-Cast laminate over cast material is a must. -Longer dry time is key. -If you can offset a 1/4 in. White outline even better. -If your using a dark outline like black, check your ink percentages and make sure your not laying to much on the material.

Definitely the cutting mats. Acrylic can work for a short while but will start to leave small slivers of material all over to spoil production, masking etc..
